Revise the "Forgot your password?" link at the log in screen to include language for first time users. (My institution does not have single sign on.) Possibly "Set/forgot password" or something to indicate a password must be set by the student before they can log in.

You can update the link text to read "Request a password" for new users. This is a field that is passed in the URL itself.
